近日，ARFF中国运营中心负责人卢朋一行，与佛山市贸促会李德会长及相关部门负责人开展工作交流。双方围绕佛山企业对接马来西亚及东盟市场、优势产业国际合作、清真产业发展、跨境经贸活动组织及产业资源对接等议题进行了深入沟通。

A delegation led by Dr. Lu Peng, person-in-charge of the ARFF China Operations Centre, recently held working discussions with Li De, Chairman of the China Council for the Promotion of International Trade Foshan Committee (CCPIT Foshan), and heads of relevant departments. Both sides conducted in-depth exchanges covering topics including Foshan enterprises’ access to Malaysia and ASEAN markets, international cooperation in competitive industries, halal industry development, organisation of cross-border economic and trade events, and industrial resource matching.

本次交流旨在发挥佛山制造业产业基础与ARFF在马来西亚方向的东盟市场化服务资源，探索建立更加务实、规范、可持续的中国—东盟企业合作机制。

The exchange aims to leverage Foshan’s solid manufacturing foundation and ARFF’s market-oriented service resources covering Malaysia and the wider ASEAN region, to explore the establishment of a more pragmatic, standardised and sustainable cooperation framework for enterprises between China and ASEAN.

Focusing on Foshan Manufacturing to Tap New Opportunities in ASEAN Markets

佛山是粤港澳大湾区重要的制造业城市，在家电、家居、建材、陶瓷、机械装备、食品加工及消费品等领域形成了较为完整的产业体系。

Foshan is a pivotal manufacturing hub within the Guangdong-Hong Kong-Macao Greater Bay Area, boasting a comprehensive industrial ecosystem spanning home appliances, home furnishings, building materials, ceramics, machinery and equipment, food processing and consumer goods.

随着中国与东盟经贸合作持续深化，越来越多佛山企业开始关注马来西亚及东盟市场。但企业在实际出海过程中，仍可能面临市场信息不充分、本地渠道不足、产品适配难、法律及税务制度不熟悉、品牌本地化能力不足等问题。

Against the backdrop of deepening China–ASEAN economic and trade ties, a growing number of Foshan enterprises are turning their attention to markets in Malaysia and ASEAN. Nevertheless, enterprises venturing overseas frequently encounter obstacles such as insufficient market intelligence, limited local distribution networks, difficulties in product adaptation, unfamiliarity with local legal and taxation regimes, and inadequate capacity for brand localisation.

交流中，卢朋介绍了ARFF中国运营中心目前围绕企业出海开展的市场调研、商务考察、产品展示、渠道交流和项目协调等工作。

During the meeting, Dr. Lu Peng outlined the services delivered by the ARFF China Operations Centre to support enterprises’ overseas expansion, including market research, business missions, product showcases, channel exchanges and project coordination.

Enterprises are advised against making substantial investment decisions based merely on referrals or single distribution channels. Prior to committing to agency arrangements, trading operations, investment or localised business set-ups, companies should complete market research, product trials, market access assessments and due diligence on prospective partners.

双方认为，中国与东盟企业合作不应局限于单向产品输出，而应逐步建立双向交流机制。

Both parties agreed that cooperation between Chinese and ASEAN enterprises ought not to be confined to one-way export of goods. Gradual development of a two-way exchange mechanism is essential.

一方面，可以协助佛山优质企业了解马来西亚市场需求、消费习惯、产品准入和渠道结构，推动符合条件的产品开展小规模市场测试和商务对接。

On the one hand, support can be offered to high-quality Foshan enterprises to understand Malaysian market demands, consumption patterns, product entry requirements and distribution structures, enabling qualified products to undergo small-scale market testing and business matchmaking.

另一方面，也可以引入马来西亚及东盟特色产品、渠道机构和企业资源，与佛山制造业、商贸流通业及产业园区开展交流，形成更加稳定的双向合作关系。

On the other hand, distinctive products, distribution agencies and enterprise resources from Malaysia and ASEAN can be introduced to engage with Foshan’s manufacturing, commercial distribution sectors and industrial parks, fostering stable two-way partnerships.

关注清真产业，先厘清准入与认证边界

Advancing Halal Industry Collaboration by Clarifying Market Access and Certification Requirements

马来西亚清真产业体系较为成熟，清真食品、日用消费品、餐饮服务、物流及供应链等领域具有较大的市场需求。

Malaysia possesses a mature halal industrial ecosystem with robust market demand across halal food, daily consumer goods, catering services, logistics and supply chains.

交流中，双方就佛山企业参与清真产业合作的可能性进行了讨论。卢朋表示，清真市场并非简单取得一个标识即可进入，企业还需要根据产品类别和目标市场，系统评估原料、生产流程、供应链、标签、进口准入、食品安全和清真认证等要求。

The two sides discussed potential collaboration for Foshan enterprises within the halal sector. Dr. Lu Peng pointed out that obtaining a halal label alone does not guarantee market entry. Enterprises must systematically assess requirements relating to raw materials, production workflows, supply chains, labelling, import clearance, food safety and halal certification according to product categories and target markets.
